Hello Bitcoiners,
Laws move slower than markets. But they hit harder. This is issue #50 of The Bitcoin Act — your Tuesday and Sunday briefing on the legal and regulatory moves that actually shape Bitcoin.
Now for today’s top stories:
👀 Peirce Supports Bitcoin Privacy Infrastructure
SEC Commissioner Hester Peirce defended crypto privacy tools as legitimate financial infrastructure.
🇪🇺 EU Forecasts Virtual Currency Tax
European Commission analysts forecast a 0.1% tax on virtual currency transactions could generate €3-4 billion yearly for the EU budget.
🏦 Dimon to Fight CLARITY Act
JPMorgan CEO Jamie Dimon said he will fight the CLARITY Act. His opposition risks stalling the bill.
Opinion and Analysis
Senator Cynthia Lummis (U.S. Senator, Republican — Wyoming) said the United States must set the global standard for Bitcoin regulation or China will, and the CLARITY Act lets America lead so adversaries cannot write the rules.
Emmanuel Macron (President of France) warned that failing to regulate virtual currencies could create a new unregulated Far West for criminals and terrorists, calling for more rules to ensure financial stability.
Hester Peirce (Commissioner of the U.S. Securities and Exchange Commission) has come out in strong defense of crypto privacy tools, describing them as legitimate and essential financial infrastructure. She urged regulators to stop viewing privacy-enhancing technologies with automatic suspicion.
Jamie Dimon (Chief Executive Officer of JPMorgan Chase) said he will fight the CLARITY Act as it lets virtual currency firms offer interest-like rewards on stablecoins without proper safeguards and fails to address anti-money laundering rules.
Patrick Witt (Executive Director, President’s Council of Advisors) pushed back on Dimon, saying the CLARITY Act addresses anti-money laundering rules and explicitly prohibits virtual currency firms from paying interest on stablecoin balances like bank deposits.
Michael S. Selig (Chairman of the Commodity Futures Trading Commission) said the agency has approved true perpetual contracts on Bitcoin on registered U.S. exchanges to manage risks like leverage under American oversight instead of offshore.
According to Politico, European Commission analysts (EU executive body) forecast that a 0.1% tax on virtual currency transactions could generate €3-4 billion per year for the EU budget, with capital gains taxes providing additional revenue.
President Donald Trump said he will push to codify a future-proof market structure for Bitcoin that cannot be undone by critics while America leads globally.
Marie-Anne Barbat-Layani (President of France's AMF regulator) warned that virtual currency companies must obtain EU licenses by June 30 or face blacklisting and prosecution for continuing to seek European customers.
Scott Bessent (U.S. Treasury Secretary) announced that the United States has seized nearly $1 billion in crypto from Iran by taking control of the wallets. He also stated that there will be no central bank digital currency, as it would enable the tracking of citizens’ transactions.
