Michigan Introduces Bitcoin Payroll and Anti-CBDC Bill

Michigan State Representative Matt Maddock has introduced legislation that would permit state civil service employees to request payment of their wages in Bitcoin, while explicitly prohibiting the issuance or offering of a state-owned or state-controlled central bank digital currency.

Effective from January 1, 2027, the bill allows employees to choose from up to six digital currency options, subject to conditions where one must be Bitcoin, and requires the state to accommodate such requests through in-person payment at the treasury office in Lansing, direct deposit, or electronic transfer, but without any state-backed digital tokens that could enable government surveillance or control.

Tennessee Advances Strategic Bitcoin Reserve Act

Tennessee's Strategic Bitcoin Reserve Act has been recommended for passage by lawmakers and referred to the Finance, Ways, and Means Committee for further consideration. If passed, the bill would empower the state treasurer to allocate up to 10% of designated public funds, such as those in state investment portfolios, directly into Bitcoin as a strategic reserve asset to hedge against economic volatility and inflation.

This development positions Tennessee among a wave of states exploring Bitcoin integration into public finances, emphasizing its role as a store of value amid concerns over traditional monetary policies.

Senate Advances Anti-CBDC Housing Bill

The US Senate has advanced the "21st Century ROAD to Housing Act," a major bipartisan housing affordability package that includes a provision temporarily banning the Federal Reserve from issuing or creating a central bank digital currency or similar digital assets.

The bill, which cleared a procedural cloture vote 84-6 on March 2, 2026, to limit debate and proceed to full consideration, focuses primarily on boosting US housing supply, reducing costs, and curbing corporate landlord dominance, but its anti-CBDC clause, found in Title X, Section 1001, prohibits such issuance until December 31, 2030, with an exception for open, permissionless, privacy-preserving dollar-denominated currencies akin to physical cash.
