Hello Bitcoiners,
Laws move slower than markets. But they hit harder. This is issue #70 of The Bitcoin Act — your Tuesday and Sunday briefing on the legal and regulatory moves that actually shape Bitcoin.
Now for today’s top stories:
🏛️ CLARITY vote slips to September
Thune filed cloture, the motion to end debate, setting a September 15 procedural vote needing 60 of 100 senators.
🎣 Scammers impersonate regulators
After MiCA licensing took effect, fraudsters posing as France's markets regulator and exchanges are telling users to move funds to fake sites.
🇷🇺 Putin caps retail Bitcoin buying
A new law limits Russian retail buyers to 300,000 rubles, about $3,700, per intermediary each year.
Own Search With Podcasts
Your competitors are fighting over the same keywords. The smartest brands are building the authority that search engines, AI platforms, and customers trust everywhere.
Every relevant podcast appearance can produce branded mentions, backlinks, transcripts, citations, clips, expert content, and third-party proof that keeps compounding across search and AI discovery.
PodPitch searches millions of podcasts, finds the shows that matter to your market, develops the angle, sends personalized pitches, and follows up automatically until your experts are booked.
Growth teams are already using podcast appearances to build distributed authority that cannot be manufactured by publishing another generic SEO article.
Only 20 SEO, AEO, and GEO demo spots are available this month. Once they’re claimed, the offer disappears.
Start building searchable authority now, before your competitors own the conversations shaping your market.
Opinion and Analysis
Sen. John Thune (Senate Majority Leader, R-SD) confirmed the Senate will not vote on the CLARITY Act until September, and has filed cloture to set a procedural vote for September 15.
Sen. Cynthia Lummis (R-WY, chair, Senate Banking Digital Assets Subcommittee) said she is frustrated by the delay but will keep pushing the CLARITY Act, warning the status quo fails everyone.
Eleanor Terrett (journalist, co-founder, Crypto in America) reported that queuing a September vote signals Republican leadership will prioritize the CLARITY Act, though negotiators still lack the votes to pass it.
Sen. Bernie Moreno (R-OH) claimed eleven months of Republican and Democratic negotiations over the CLARITY Act have officially ended, leaving nothing left to resolve before the September cloture vote.
Ido Ben-Natan (co-founder and CEO, Blockaid) argues set-and-forget self-custody no longer works: holders must either stay permanently paranoid about evolving threats or outsource that judgment to a professional custodian.
Michael Saylor (executive chairman, Strategy) argues Bitcoin does not need the CLARITY Act to keep advancing, though America itself needs clear rules governing the wider crypto assets market.
The Central Bank of Brazil (Brazil's monetary authority) ruled that from January 2027 exchanges must hold transfers above $10,000 to self-custody wallets or foreign providers for up to 24 hours.
L0la L33tz (independent journalist, The Rage) warned Coldcard theft victims against Thomas Braziel, a claims broker soliciting them, citing the 2024 Delaware ruling that removed him as a court-appointed receiver.
Ben Zhou (co-founder and CEO, Bybit) said the exchange sued North Korea and the Lazarus Group over last year's $1.5 billion theft, winning an injunction, a court order freezing assets.
Stéphane Pontoizeau (executive director, France's Autorité des Marchés Financiers) warned scammers are impersonating regulators and exchanges to redirect users' funds after MiCA, the EU's crypto licensing regime, took effect.
