Hello Bitcoiners,

Treasury Puts Bitcoin Addresses On The Iran Sanctions Map

On Monday, Treasury launched "Operation Economic Outcast," expanding secondary sanctions (penalties on foreign parties who deal with Iran) to digital assets, gold, aviation, shipping and technology. Roughly 60 targets were named, including an address tied to over $30,000 in Bitcoin.

BTC linked to a sanctioned address can trigger exchange screening or enhanced review. Check the counterparty’s transaction history before buying.

Stand With Crypto Endorses 32 House Incumbents

Stand With Crypto, Coinbase-funded, endorsed 32 House incumbents Monday, all of whom voted for the CLARITY Act. That bill, which decides whether the SEC or CFTC polices each token, passed the House in July 2025 and stalled in the Senate.

The endorsement is a signal, not a policy. It tells you where 32 House candidates stand on market-structure rules for exchanges and Bitcoin. Check your own district on the group's voter hub before November.

Illinois Wants 0.2% Of Every Move

The Blockchain Association and Crypto Council for Innovation sued Illinois on August 21 to block its Digital Asset Tax Act: 0.2% of asset value whenever a broker exchanges, transfers or stores for an Illinois customer. Effective January 1, 2027.

From January, tax hits value, not gains: $50,000 moved through a broker costs $100 whether you profited or not. If your broker skips collection, you still owe it. Illinois stackers: move to self-custody now.

Sovereignty Move of the Week

This week: Do you owe tax on the coffee you bought with Bitcoin?

The IRS has treated Bitcoin as property since 2014, so paying for a $5 coffee is a disposition, meaning a sale. There is no small-purchase exemption in US law today.

  1. Treat every spend as a sale. Gain equals the item's dollar price minus your basis in those sats.

  2. Stop waiting for relief. Lummis's S.2207 would exempt gains under $300 per purchase, capped at $5,000 a year. It has been parked in the Senate's tax committee since June 30, 2025, with no vote scheduled.

  3. Fund one spending wallet. Since Rev. Proc. 2024-28, basis is tracked account-by-account, not pooled. Load a small hot wallet with your highest-basis sats and spend only from there.

  4. Check the rule where you live. Switzerland: no capital gains tax for private investors, but annual wealth tax on holdings. Australia: gains disregarded if the Bitcoin cost under A$10,000 and was bought to spend promptly. UK: ÂŁ3,000 exempt, then 18 or 24 percent. Canada: barter, half the gain taxable.
