Senator Angela Alsobrooks (D-MD) said she would not support the Clarity Act reaching the Senate floor without provisions addressing ethics and illicit finance concerns.

Senator Cynthia Lummis (R-WY) said the ARMA Bill, which allows the U.S. to purchase up to one million Bitcoin and is sponsored by Rep. Nick Begich in the House, does not specify funding sources and thus gives the executive branch flexibility that improves its chances of House passage this year.

Katie Boller Gosewisch (executive director, Alliance to End Human Trafficking) warned Section 604 of the Clarity Act could shield developers without fund control from liability when software aids trafficking payments.

Eleanor Terrett (journalist) said the Clarity Act would split digital asset jurisdiction between the CFTC and SEC to prevent SEC enforcement crackdowns like under Gary Gensler.

Carlos San Basilio (CNMV chair) said there will be no exceptions or extensions for unlicensed firms like Binance ahead of the MiCA deadline in the broader digital asset market.

Stephan Livera (Bitcoin advocate) argued there is political safety in numbers as more Bitcoin users make it harder to impose rules threatening self-custody like in South Africa or the EU.

Alex Thorn (Galaxy Digital researcher) reduced the odds of 2026 Clarity Act passage to 50-50 citing tight Senate calendar, competing legislation and unresolved ethics questions.
